The Quebec Minister of Health Christian Dubé said in a press conference today that instead of closing down private sectors like restaurants, bars, movie theatres, etc., due the new variant strains of COVID-19 and an increase of infected people you might have to prove you have received both COVID-19 vaccines on a digital vaccine passport to gain entry of the non-essential service.

When will we need a digital vaccine passport?

Christian Dubé said, “The passports would only start being used once the entire population has had the opportunity to receive their vaccine doses.” Dubé added, “This would most likely be September 1, 2021, and only if the cases of COVID-19 begin to rise.

The Quebec government is looking for alternative measures if a fourth wave of COVID-19 hits Quebec. People who are not fully vaccinated will be shut out of non-essential services. The digital vaccine passport will not be used for essential services or goods.

In the last week 95 per cent of the cases in Quebec were from people who were not fully vaccinated.

Dubé said, People who refuse to be vaccinated, it’s their right, but they must know – in the case of a fourth wave or outbreak, they might be isolated, need to be tested or may not have access to certain activities.”
