Due to years of several corners requests about new security laws for pools, inground and out have changed to reduce children from drowning. After many years the Quebec government has finally complied.

Pools that were installed before November 2010 were grandfathered and have a 24 month grace period to apply the new pool security measures.

How high does the fence need to be around my pool?

Here are the new pool security measures that need to be in place by July 21, 2023:

  • All semi-inground pools and inground pools must be equipped with a ladder or steps.
  • All residential swimming pools must be equipped with a fence of at least 1.2 meters in height all around the swimming pool
  • The enclosure must have a door that is self closing and locks automatically
  • In order to prevent children from climbing to gain access to the swimming pool, every device linked to its operation must be installed more than one metre from the pool wall or the enclosure
  • A wall that forms part of the enclosure must not have any opening enabling someone to enter the enclosure
  • Hedge or bushes does not constitute an enclosure

New pools installed after July 1, 2021 will need to conform to the new rules immediately unless the contract to build them was signed before October 1, 2021.

The Quebec government will start to advertise these new laws in the next coming months.

Newly installed pool safety measures:

  • Chain link fences which have a mesh size of more than 30 mm must be battened.
  • No structure or fixed equipment likely to be used to climb over the wall of a swimming pool or enclosure should be installed within one metre of the pool.
  • Swimming pools equipped with a diving board must be installed in accordance with the standard aimed at preventing spinal cord injuries related to diving accidents.
  • No window should be situated within one metre of a pool or an enclosure, unless it is at a minimum height of three metres or its maximum opening is 10 cm.
