For those people who are planning to visit Quebec from another province or country starting in September, will not be required to download the Quebec vaccine passport.
What visitors need to know when visiting Quebec with no vaccine passport
Visitors who reside outside Quebec, whether it be from another country or province, can show a printed proof of vaccination that has been issued from the government or health authority from that specific country, province or region. It can be combined with a piece of identification that offers proof of residence (i.e., a standard government-issued passport, driver’s license, etc.). The QR code will not be necessary.
For those who live in Quebec, but got their vaccination(s) outside the province, the provincial government has procedures to follow for those people with that status. They have to register for an appointment at a regional vaccination centre through www.clicsante.ca.
When access to the website is reached, the applicant must go to the “COVID-19 Vaccine – Troubleshooting” option, where they will find the option to “register your COVID-19 vaccines received outside Quebec in the vaccination register.” A piece of identification, as well as legible proof of vaccination from the country or region where it was given, must be brought to the scheduled appointment.
At the appointment, the provided information on the documents will be verified to ensure that the given vaccine is the type approved by the World Health Organization (WHO) and that you are within the proper time frame regarding the vaccine dose(s) you have or are about to receive. If there are any problems involved with the provided documentation, a vaccination centre worker will inform you and offer to schedule an appointment to get an additional dose. However, if the provided information meets all standards, it will be added to the vaccination registry and your electronic proof of vaccination will be sent to you.
The Quebec vaccine passport is an electronic record of an individual’s vaccinations, which is presented in the form of a quick response – or QR – code. The passport is now available for downloading, and will be in effective as of September 1. It applies to any Quebec resident 13 years of age and older, and will be operated through the VaxiCode app. Once uploaded, it will display the QR code that can be widely scanned; the code will contain an individual’s name, date of birth and vaccination status.
What will I need a Quebec vaccine passport for?
It will be required for those who take part in many activities and events that could be deemed as places that contain a high risk of transmission of the corona virus. That includes:
- festivals
- gyms
- sports venues and training facilities
- restaurants ( not for takeout orders)
- bars and terrasses
- casinos
- bingo halls
- bowling alleys
- amusement parks
- fairs
- marathons
- escape rooms and zoos
It won’t be necessary at grocery stores, pharmacies, private gatherings, weddings, funerals, places of worships, spas, driving lessons and accommodation lodgings (i.e., hotels, motels, etc.,).

The code can be sent by email from the provincial government, or by downloading it from the web page https://covid19.quebec.ca. If your vaccination status has been registered, but you have problems with downloading the QR code, call the Quebec government’s assistance hotline at 1-877-644-4545.
