Ste Anne de Bellevue opposes new government flood zone


The City of Sainte-Anne-de-Bellevue is in favour of a draft order to promote better management of flood zones, but opposes the map included in the Government of Quebec’s current project. The City invites citizens to attend the public consultation meeting organized by the government of Quebec, held on July 4, 2019 at 7 pm at the Holiday Inn & Suites Pointe-Claire Montreal Airport.

On June 17, the Ministère des Affaires municipales et de l’Habitation (MAMH) adopted a draft order to declare special planning zones (SPZ) to promote better management of flood zones. It is now forbidden to build, rebuild and repair a building in the affected areas. However, the affected territory extends well beyond flooded areas, up to 400 m outside the zone, as shown in the map above.

As a municipal entity, the City of Sainte-Anne-de-Bellevue is concerned about the harmful consequences that floods can have on the safety of people and property. That is why the administration is in favor of an order imposing a moratorium on construction that would promote better management of flood zones. However, the delimitation of the special planning zone (SPZ) presented in the current project does not reflect reality and therefore cannot be accepted as is.

The City therefore invites its citizens to consult the draft order as well as the 2017-2019Flood Zone Mapping and to speak out to protect their properties at the July 4 public consultation meeting or by writing an email to byJuly 4.

The City of Sainte-Anne-de-Bellevue is currently working on the development of a new normative framework applicable to flood zones and is asking the Quebec government to revise the map as soon as possible so that it is true to reality.
